Help identify tool please??

Wife and I were at the range the other day and found this on the ground. Assume it's and armorers tool of some sort but unable to track it down. Anyone know what it's for?

It's a long hand cuff key, I believe.

You guys are good. I knew someone here would know the answer. Having never been around law enforcement I had no idea. I figured it was some sorta sight adjusting tool. Thanks everybody.

Hotguns, I believe it was probably lost by one of our marshals here in town. If none of them lay claim to it then your welcome to it.

I'd hold on to it. You never know when you might need something like that.
