Alien firearm license ?? not anymore in WA.????

Well i recently moved to WA state from CA and was about to apply for my alien firearm license and what i see is this, currently they are not issueing any licenses due to some fingerprinting issue with FBI.. what happened ?

did this come up recently or already was since long time.

Did anybody suffer due to this or am i the only one? pls share friends.
