Make the safe a fixture of the house. Pour Concrete around it, in it, etc. As well as bolt it.

If you have to sell the house then sell the safe. One might say, "There is a phone and cable outlet in each room, I built it that way. Oh! Also, there is a safe in the basement that is permanantly fixed to the floor; only a fool with a death wish would mess with."
