Kerbouchard is exactly right. IMHO, the success in converting a semi-interested shooter into an interested shooter is proportional to the hits (read positive feedback) that they get. Punching holes in paper is alright, but hitting clays, busting plastic water jugs, popping a balloon,or knocking something over is exciting for them. Dusting a clay will bring a smile to just about any face.
My FIL is not anti-gun, but not an active shooter/hunter whatsoever. We took him out shooting at some informal clays, and coached him enough to do pretty well. We've got lots of pictures of him smiling. I know you intend to shoot pistols, not shotguns with your mother, but I use this as an example of her needs to experience some positive feedback.
She may never become an active shooter, and you may have to accept that. My FIL at 81 is unlikely to begin actively shooting on his own. Nevertheless he had a good experience.......this helps all of us when he goes to the polls.

Your time/effort spent is never a loss.
