Go to the BATF website and order an application. It takes several weeks to receive it. You will need to get a letter from the local government that will OK your place of business, especially if its your home. You have to have 2x2 passport pictures, you will need to have FBI fingerprint cards, included with the application, done by local LE or CHL trainer. Fill out the application and one copy goes to local LE; Chief of Police or Sheriff. Put a two hundred dollar check with the main application, letter to OK place of business, passport pictures, finger print cards and send back to the ATF. In a few weeks they will contact you to make an inspection of your place of business, be sure you tell the inspector that you plan to run the business for profit. They will then make a decision to issue a license. Surprisingly, most applicants get approved.

Good luck

I'm amazed but not surprised. Had an FFL from the sixties to the eighties or nineties. Thirty bucks for a three year license and that was it. When the fingerprint/photo stuff came out I sent my books and 4473 forms to the BATF and gave it up.
