Ruger mini 14

I was at the local gun store this weekend.
They had a mini 14 for sale, It was marked law enforcment only. It still had the cruiser # on the back of the rifle just below the rear sight.
My question if anybody knows is what was done to this rifle to make it legal for civilian owenership?

What was done to it to make it "Law Enforcement only"? other than a metal engraving and possible sale during the banned years

Its probably just a holdover from the AWB. I know that I still get issued Magazines that say "For Law Enforcement or Military use only", and aside from the engraving are no different than other GI mags.
