There was a letter from the ATF a few years back that addressed built lowers which probably applies to stripped ones as well. The ATF letter said to get a letter from the manufacturer saying it had never had a rifle stock or rifle barrel mounted and make sure the receiver was transferred on the 4473 as a pistol. Those were the only two criteria that had to be met. The second shouldn't be much of an issue. Getting a letter from DS on the other hand might be little tougher.

No, the 4473 doesn't change the status of a frame. It depends on how it was logged into the manufacturer's log book. If it was listed as a pistol frame, it will always be a pistol frame. If it was a rifle frame and you made it into a pistol, you committed a felony unless you filed a Form 1 and paid the $200 tax for making a SBR. A gray area is you can get a factory letter stating that this particular receiver never had a shoulder stock attached and then it's legal, but this area hasn't been hashed out in the courts.

The buy is officially closed. It should be 2-3 days before I get all the money into my account and I'm still waiting on a few checks/MOs too. I will place the order with Double Star and it should be 2-3 days before I get them in hand, give me a day to enter all of them in my log book (well over 100), and then I will start shipping.

All the orders for which I have FFLs on file will ship the first day. The next day whichever FFLs I get will ship out, and so on.

I will announce which orders ship via order number and post the order number on the forums. If your order isn't listed, it's probably because your accepting dealer's FFL isn't on file yet.

As of yesterday, I have 15 dealers on file from this group buy. That's under half of the orders placed. I'll check with the office shop today to see what other FFLs came in over the weekend. Sending them by email doesn't cost me anything, faxes cost me $1 per page, so I would ask FFLs be emailed to me if possible.
