Yes, as you know, it's up to the local judge, here in NY State. You can always arrange a meeting with him/her and ask for an unrestricted permit. If you can show that you have a need for a carry permit, job related, or safety related, then he/she should give you the permit. Since you are a student, I assume you are relatively young, so I suggest strongly that if you make an appointment to see the judge, dress neatly, be polite and hope for the best.
