If you are a non-resident can you open carry while visiting in PA? I have a Oklahoma CCL which PA does honor, but if I choose to open carry while visiting can I do so?

Make sure you read the "Stickies" at the top of the Open Carry section of the forum. Most of the info you will need can be found there.

Philly too. A license is required for OC in Philly. A license issued by a state that has a reciprocity agreement with PA certainly qualifies.

awesome flyer about PA gun rights, iirc any license will allow you to car carry in PA and like said you can carry in any city except for philly without a reciprocal license
