5.11 is the best. I've worn out a couple. They have more pockets and features than any other ones out there. The velcro setup inside works well for a J-frame with their holster accessory, and the best thing is that when I get home, I can hang it up with everything inside, ready for the next morning.

If you're looking for something more combat oriented - and obviouslyy such in appearance - check out some of the BlackHawk STRIKE vests. No armor, but completely customizable... Is that a word? You can put on whatever pouches you want, holster, hydration, etc. I built one recently with:
hydration (100 oz system) handcuff / light pouch double pistol magazine pouch shotgun ammo pouch (24 rounds) compass / gps pouch radio pouch blow out / med kit pouch quick and easy - was together in 30 minutes as I wanted it once the order arrived. Just a thought...

Once in a while I use a Cabela's Safari Vest, which looks a little like a photographers vest. As a general use type of vest, it's very comfortable, loads of pockets, covers a sidearm very well even if OWB carried, and it's only $50 or so.
