Couple of things that I dont like about my Fenix P3D Q5 is that

1. it does not have a flat bezel to prevent it from rolling around when laid on it's side.

2. it has no belt clip.

3. it has no momentary on/off capability.

A Surefire 60 lumen light manually strobbed can mess you up in a hurry.

Argus,

I saw that episode and the illuminator he was using was a Blackhawk 'Gladius'.
I have one and have had it for some time now. It's a pricey but excellent product, high functional value IMHO.
As to what they depicted on PDTV the same effect works on dogs. It'll stop and confuse my dog in his tracks even when he's all hyped up and wanting to play.

Dunn there is no effect to the operator at all, unless you aim the light into a highly reflective surface such as your bathroom medicine cabinet mirror like a moron...as I once did to see how much the strobe effect sucks.

In my experience with it, the strobe is great to disorient someone but they can acclimate and counter it pretty rapidly. The important thing is your distance to the subject that you're strobing. If too far away you just present yourself as a great target. To stand there and strobe is a tactical mistake. The goal of strobing is to apply it to disorient just outside contact distance and rapidly move in to execute another force tactic. I am partial to a strike with the light end directly to the face.

The strobe effect buys you maybe 3 seconds to which time one should be in motion acting either to aggress ro retreat.
The cool thing about the Gladius though in specific is that while active in one mode the operator can transition to one of two other light transmission modes on the fly using one hand.
The gentleman on PDTV seemed as though he was unfamiliar or new to the device as he fumbled with it twice and had to use two hands and actually look at it to set a given mode.
With some practice it's not difficult to learn the product and have it down cold with one hand operation.

When I'm out at night such as going to a club or bar I'll pack the Gladius in a pocket. Toward escape/evasion never mind engagement amongst it's multiple modes of operation it's a unique operational tool.

I did forget to mention the "tactical disengagement". Switching modes on the fly like that is a skill that requires a lot of training. Highly effective and very sexy if done properly in such a short time frame.

I carry the Gladius when I walk the dog in the evening. The strobe was an excellent tool to make a speeding driver realize we were crossing the street in an unlighted area... slowed him down real fast too!
