If we haven't had riots over the heat by now, I don't think we ever will. Riots over water shortages, however, are another matter. But if we ever do have a water shortage, the answer is simple: organize a militia (after all, we have lots of guns here in AZ) and go over to the Colorado River and divert the water away from L.A. and back to AZ. Those wussy Californians can't do anything to stop us. Besides, we already almost had a war with California over the Parker Dam, so it's not like it'd be something unprecedented.
