Pre-Heller:VA Man sues to get NY CCW
I ran across this doing some research
http://lawlibrary.rutgers.edu/resour...08.F3d.75.html It went to the 2nd circuit court, and a big stumbling block was the court(along with NY) said the 2A didn't apply to them. Maybe the guy should go back.
