Text of Sebelius veto message on concealed guns bill

TOPEKA, Kan. - The text of Gov. Kathleen Sebelius' veto message on a bill allowing Kansans to carry concealed guns:

"I support the Second Amendment and the right of our citizens to keep and bear arms. It's an important part of our heritage and way of life in Kansas, and I've upheld that right as Gov.. All law-abiding Kansans have the right to own a weapon to provide for their protection and the protection of their families.

"Last year, I signed a bill to allow retired law enforcement officers, who have unique experience and special training, to carry concealed weapons. The new law also makes sure Kansas hunters and law-abiding gun owners don't violate the law by mistake when traveling. These changes, strongly supported by the National Rifle Association, were commonsense improvements to Kansas gun laws.

As violent crime rates in Kansas continue to drop below surrounding states with concealed carry laws, I continue to hear from the police chiefs and other law enforcement officials, members of the clergy, health care workers, and employers throughout our state that concealed weapons on the streets make our citizens less safe and secure.

"While every law-abiding Kansan has a right to keep and bear arms, hidden weapons make it harder for law enforcement to do its job, and they make Kansas' workplaces less safe. Legislators know concealed weapons are a safety threat, which is why they ban them in their own workplace - the Capitol. Because of opposition from law enforcement and business leaders, I cannot support allowing hidden weapons into businesses, restaurants, malls and any number of other public places.

Therefore, in order to keep hidden weapons off Kansas streets, pursuant to Article 2, Section 14 of the Constitution of the State of Kansas, I veto Senate Bill 418."

Grrr - this sorta statement makes me see red!!!

Maybe remind her that hidden weapons in hands of bad guys, yes - they can be a problem (always) and one reason why a workplace could be unsafe.

A concealed weapon in the possession and control of good guys is no threat whatsoever. She suffers as do so many from flawed logic - or maybe no logic at all.

Now the streets of Kansas will be red with the blood of innocent people. Don't you people know what happens when you let honest, law-abiding citizens carry firearms? It'll be total mahem. Just look what happened in the other 46 states that allow concealed weapons....Oh, wait! Crap!!

I applaud your optimism jar but we ain't quite made that figure yet - well not properly!

I'll stick with the 38 and hope the rest come into line - oh I guess with luck we can say 39 now.

Actually,I beleive that it is 46 states with some type of CCW and 38 states with "shall issue". The others are discretionary and 4 currrently have no provision.

If I remember correctly that is....

True HG, on reflection - I just tend to think first of the ''shall issues''.

Trouble is one or two that ''might'' do so so rarely I hardly feel they deserve to be on the list! I am optimistically hoping for 50 ''shall issues'' - but may not be in my lifetime yet.

Oh to see such as MD, HI, WI and IL (oh and let's not forget DC) all come in to line and also see craziness like Chicago's and NYC's go away.

What I don't understand is why if a CCW is a state issued license then why is it not available across the whole state under the same conditions in every county. For example:

In NY you can get a CCW very easily in some counties in the in the central portion of the state.

In other counties of the state a CCW can be gotten - but with considerable difficulty in getting approved.

Other counties, such as Nassau and Suffolk on Long Island, and NYC it would take an act of Congress AND an undeniable message from God and even then you will be denied 99.999999 percent of the time.

CCW licenses should be like drivers licenses -- Proof of ID and no criminal record and you are approved.

The "Shall Issue" states are pretty uniform and straight foward in their issuing of permits. If you meet certain criteria, you "shall" be issued the permit and most have time provisions for it to be issued, say, 60 -90 days.

The "discretionary" issue is subject to the whims and fancy of the issuing authorities. If you have a Sherrif that loves guns, you'll have no problem getting a permit. If you have an antigun police chief and you havent donated to the reelection campaign of the local mayor or govener you stand little chance of getting one.. and no reason is a good enough reason.

That is the difference. "Shall issue" leaves the politics and the azz-kissing out of the equation.

"Discretionary"in practice, is about as UnAmerican a proccess as you can get.
