H.R. 45 111th Congress

Has anyone read H.R. 45 yet?

Is it common for Legislators to throw assinine bills at Congress in hopes that both sides wouldn't read it and agree to sign?

I read it the other day, and I felt ill. If you get a chance, here's the link:

This bill has been stagnating for quite a while. The general consensus is that it is not going anywhere at this time.

The bill is still sitting in the same committee that it was sent to within the first month.
