Credit Cardholder's (and National Park carry) Bill of Rights
We all remember the Department of Interior's rule change allowing concealed carry in National Parks if the relevant state allowed concealed carry, which was nullified by a liberal judge.
The subject legislation was signed by the President and will become law in February. The actual text of the law, obviously altering 50 CFR 27.42, will be published in the Federal Register on or about the effective date. The only text of the legislation---HR627---I have found online, the "enrolled bill", includes the following quote from section 512. As you can see from the bold text, it is actually better than the defeated DOI rule change because it does not specify that concealed carry is the only form of carry allowed in National Parks. An online friend I consider an expert thinks the new bill does not allow open carry where legal by state law, but did not supply any proof. So if you have found a more "final" or official copy of the text of HR627 that proves the bill is limited to concealed carry, show me (as they say in Missouri). from GovTrack: H.R. 627: Text of Legislation, Enrolled Bill : "...(b) Protecting the Right of Individuals To Bear arms in Units of the National Park System and the National Wildlife Refuge System- The Secretary of the Interior shall not promulgate or enforce any regulation that prohibits an individual from possessing a firearm including an assembled or functional firearm in any unit of the National Park System or the National Wildlife Refuge System if-- (1) the individual is not otherwise prohibited by law from possessing the firearm; and (2) the possession of the firearm is in compliance with the law of the State in which the unit of the National Park System or the National Wildlife Refuge System is located."

IANAL but the bold text reads to me that if, for example the park is in VA you can carry concealed with permit or openly without, but if the park is in TX you would be restricted to concealed with permit only.
But again I am not a lawer just some one who can read plain english. I might not be qualified to comment. ;) |

BTW -- there is another wrinkle that the antis are pushing.

"kinda" off topic.
But i thought I saw on the news this morning that some nice lady jogging in a state or federal park was attacked and killed by Coyotes????? anyone else hear this story? Just another reason to carry ALL THE TIME

The victim was a 19 year old Canadian singer/songwriter named Taylor Mitchell. It happened in Nova Scotia.
