Recommendation for out of state permit for Texas and New Mexico?

My wife and I are going to attend a firearms conference in Texas next year, meeting up there with a friend from California. My wife and I both have Utah permits, my friend has a California permit.

My wife and I plan to drive to Texas via New Mexico. My buddy plans to fly from California. New Mexico will not honor my Utah permit. Texas will not honor my friend's California permit.

It's my understanding that we both can get non-resident Virginia permits. These permits will cover me in New Mexico and my friend in Texas. Is this a good way to go or is there a better way to do this?

NV also seems to address both issues and is closer. Which would be easier to obtain?

I am hoping that someone with some experience can provide some insights.
