    He can use a VPN service to bypass filters. I use Private Internet Access when on public WiFi.

    You're correct about the access to the internet over the cellphone circuits. Only the cellphone company may restrict access to certain sites on the equipment they own. The truth of the matter is that IF anyone is blocking access to WIFI routers, other than one they actually own, they had better be law enforcement with a valid reason and/or warrant.

    You can easily circumvent any local WIFI "control" of access to various internet sites by accessing another WIFI router by means of a high gain antenna. What that does is just allow you to use a WIFI connection from, for instance, a hospital room through the directional antenna to a free access WIFI router at a McDonald's two miles away, whose owner doesn't restrict access.

    I'm not doing a very good job of explaining it, but basically it works like a two way radio. You can talk to one person on one frequency and they could block what they say in reply to you asking a question they don't like, (because they own their radio), or you could tune your radio to another radio owned by a different person on a different frequency (or "channel" on a radio owned by them) and speak to someone who answers your question.

    My brain is tired today, I guess. That's clear as mud soup. Sorry for such a crude explanation.

    + 1 on a VPN. I use NORD and have the free version of Windscribe as a backup. They get around hospital filters very well. Without getting into all of the reasons to use VPNs, just do it.

    A real easy way (I think) is to just tether your machine to your cell phone, assuming he has a cell phone and it works or is allowed in his hospital room anyway. That's the only way I can connect out here in the boonies. Not hard lines to my house, not gonna pay satellite prices. I already have a cell phone with unlimited data so that's what I use.

    Sometimes an establishment will block VPN also. There are a couple of places around here that blocks my VPN access and they ignored my complaints.

    Where I work had a new computer system installed. Well, the only website that could do what the needed (a corporate website at that) got flagged because it had the word "purple" in the url. No idea why purple would be flagged for a content filter but the computers didn't work for 3 WEEKS till they got it fixed.

    I use expressvpn myself. I've been very happy with it.
