    San Jose Mayor Sam Liccardo, whose city was home to two of the three people killed by a gunman at the Gilroy Garlic Festival, proposed Monday to make San Jose the nationís first community to require gun owners to carry liability insurance.

    For those who could not obtain or afford insurance, Liccardo would require contributions to a public fund to pay the cityís costs of gun violence ó ambulance service, medical treatment and post-treatment therapy funded by the government, police and prosecution costs, and state expenses for witnesses, counseling and funerals.
    So in other words if you canít afford insurance they will make it a tax instead.

    That was how the government priced certain guns out of reach of most people with the NFA of 1934, the average pay then was $4500/year or $375/mo. Few people could afford Ĺ months pay to buy a full auto gun. What truly amazes me is the tax has not risen to reflect inflation.

    The argument against it should (I say SHOULD) be a simple one - it's the equivalent of a poll tax on a right under the Constitution. The Supreme Court has repeatedly knocked such down for other Rights protected by the Constitution and the arguments are essentially parallel - e.g., it will deferentially impact the poor, it will disenfranchise citizens from exercising a right guaranteed to them, etc.

    I think that gun-liability insurance is a wonderful idea.
    And I stand ready and willing to buy some, right after someone finds a way to get gang-bangers and other criminals to buy it too.
