Article IX.
The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
Article X.
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
Basically meaning that just because it\'s not listed in the constitution, doesn\'t mean it\'s not a right. Also if your state wants to pass a law, as long as the power isn\'t delegated to the United States or prohibited by the constitution, they can do whatever they want. Ohh, and guess what, permits are state laws.
