But of course. I would love to know who has the contracts so we can start emailing them. Any ideas who they are?

This article may have actually opened up some more of the explanation of the ammo shortage, even though this 1.6B rounds news is actually old news.

But .... the comment is that the DHS has issued a standing order for up to 1.6B rounds. Meaning, they're ordering until they get up to that point? Or always have a perpetual order for that amount? Either way, we've misguided our efforts to combat this. We need to tell the manufacturers that we're customers as well, and they should be shipping just as many to the civilian sales side of the equation as they are to the government contracts.

That would balance out both "us vs. them", as well as what's on the shelves.

Here is the story on the Denver Post web page:
Homeland Security aims to buy 1.6 billion rounds of ammo - The Denver Post
In it they talk about Alex Jones going on one of his rants. For example,
Prison Planet.com » DHS To Purchase Another 750 Million Rounds Of Ammo
In that he talks about the "450 million rounds of hollow point bullets already purchased this year."
This is the 450 million he is talking about
ATK producing ammo for Homeland Security - UPI.com
First three words of the story- "As many as." It also notes that it is an "indefinite quantity" purchase. Meaning the government is not promising to buy that many. ATK is only guaranteeing them a price up to that many.
Now back to the 750 million round purchase, Jones is kind enough to link a .pdf of the purchase solicitation https://www.fbo.gov/utils/view?id=500096e56b0d8362d91e93cf105309c3
If you want to save some time start reading on page one in box 20 and continue on to box 20 at the top of page two. In it you will see that the government only guarantees to buy one thousand rounds per year per contract. Jones even gets it almost right for once and mentions that in his story.

If you want to blame someone for the ammo shortage, don't look at the government, look at Alex Jones and his followers

And with over 310 million guns in the US (not counting military) as of 2009 and no telling how many now- 1.6 billion rounds almost seems like chump change
