Check the Kansas Secretary of State's website - the State Attorney Generals' too, as well as the Department of Safety or KHP. I am not familiar with the administrative process in Kansas, but one of those will probably administer part of the process, or be able to guide you to the right place.

The official application will be available online or at your County Sheriff's Office on and after July 1, 2006.
Process for filling out an application for a Concealed Carry License On-line:
1. Click on the button below to go to the on-line application.
2. Fill in the blanks with the requested information on page one. Click Continue
3. On Page 2 answer Yes or No to each of the questions asked. Click Continue
4. On Page 3 verify your information and your answers to the questions. Click Continue
5. Read Page 4 and Agree or Disagree after reading the information on the page.
6. On page 5 click View Application
7. On Page 6 you will see your official application with your information.
8. Print the Application.
9. Take your application form, a 2"x2" picture, a copy of your training certificate and your payment to your County Sheriff's Office.
