FITCHBURG -- The Police Department is reviewing all gun licenses in the city in the aftermath of Sunday morning's double slaying on Mechanic Street, Police Chief Robert A. DeMoura said during Mayor Lisa Wong's weekly press conference Wednesday.
The department has liberally issued Class A licenses to carry concealed weapons in recent years, but DeMoura said he plans to make it harder to get one in the future.
Gun owners may be concerned about protecting their license to carry weapons but DeMoura said he has to protect public safety.
"I'm clearly going to change our process that allows individuals to readily get a firearms permit," he said.
Gun owners can also get a Class B permit to carry an unloaded weapon in a locked box in the trunk of their vehicles, DeMoura said.
Many of the licenses to carry concealed weapons are held in the city's most populous neighborhoods, DeMoura said.
He plans to hold hearings during the renewal process in which gun owners would justify the need to carry a concealed weapon, DeMoura said.
"We are not just going to give out firearm permits just because someone asks for one," DeMoura said. "Or if we do, we are going to be very stringent and follow the guidelines and very clearly, I'm not looking at having everyone who gets a license to carry and possess it on them."
It was not immediately clear following the press conference how many gun owners have permits to carry concealed weapons.

also announced he met with School Superintendent Andre Ravenelle and representatives from District Attorney Joseph D. Early Jr.'s office as well as other officials, looking at root causes for crime in the city on Wednesday. The meeting was arranged about a month ago, he said.
DeMoura said he wants to bring together agencies responsible for oversight of youths to ensure their basic needs are met so they do not turn to crime.
"That's what we're trying to do, bring different and unique programs to the city that actually look at the core of a problem that results in violence to the kid," he said after the press conference.
"That if that's not taken care of, the kid could become more violent because he believes nobody cares for him ... those are the things you have to look at that causes a kid at some point to commit a violent act."

Wow! Not there's a smart police chief
...some dirtbag shoots someone and he decides to take licenses away from good citizens, or at least make it more difficult for potential victims to protect themselves.

FITCHBURG -- Shortly before the violence that led to a double slaying broke out early Sunday, police had visited the scene on Mechanic Street in response to a report of a fight, said Chief Robert DeMoura.
Nobody was in the parking lot outside the multifamily home at 96 Mechanic St., when officers arrived, DeMoura said. They spoke to the people inside the first-floor apartment where there was a small gathering about 3 a.m., he said.
"They said there were a few people there," DeMoura said. "They looked inside .... there wasn't anybody causing a disturbance and they left."
Two people were killed and two others injured in the melee that started Sunday about 4:40 a.m., in a squabble over parking spaces, District Attorney Joseph Early Jr. said Monday.
"One vehicle was blocking the other vehicle," Early said. "So there was a request at some point to move the vehicle. This led to an exchange of words, which led to a further exchange of words. It then escalated to where there was violence using knives, guns and a machete."
Pedro Genoa, 17, of 137 Meadowbrook Lane, a junior at Fitchburg High School, died at UMass Medical Center in Worcester after suffering several injuries, including a gunshot wound to the abdomen.
Nelson Geraldino, 18, of 15 Crestview Lane, was stabbed multiple times and died at HealthAlliance Hospital/Leominster.
Genoa's brother, Ronny Genoa, 18, of 137 Meadowbrook Lane, who graduated from Montachusett Regional Technical
High School in Fitchburg this year, suffered multiple gunshot wounds, Early's office said. He was in UMass Medical Center, but his condition was not available Monday evening. Early's office said he was in stable condition Sunday.
Orville Carrion, 22, and Jose Carrion, 27, both of 96 Mechanic St., Unit 3, were treated and released at HealthAlliance Hospital/Leominster, then charged with murder.
Ronny Genoa is charged with assault with intent to murder and mayhem.
All three men were held without bail.
The Carrions are scheduled for arraignment at Fitchburg District Court today.
One other person whom officials did not identify suffered serious head and arm injuries, Early said.
Early also said a 15-year-old middle-school student was also involved in the melee, but it was unclear whether he was among those injured.
A gun recovered from the scene belonged to Orville Carrion, who had a license to carry the weapon, Early said. He declined to say whether all the weapons have been recovered.
"The party was being hosted by an adult," he said. "That's all part of the investigation. It's something we're looking at -- whether there was alcohol involved, whether there were drugs involved."
The earlier call apparently had nothing to do with the shooting, Early said.
DeMoura said there would be a strong police presence at Fitchburg High School and Longsjo Middle School today, and that he will meet with Superintendent of Schools Andre Ravenelle today to discuss the killings.
Neighbors described a scene of fear and chaos during the fighting. The area was dark because streetlights along Mechanic Street have been turned off, they said.
"It was very loud," said Jennifer Gilchrist of 110 Mechanic St. "It scared me because I thought they were going to shoot into my house. The kids were screaming, 'Help, help, don't shoot me.'"
Police are investigating why such young people were at a gathering with an adult so late in the evening, Early said.
Jim Morgan and Joe Beatham, of 104 Mechanic St., said they woke up to the sound of gunshots next door.
One of the victims collapsed in front of their home while another dropped to the ground across the street, they said.
"There was a bunch of shooting and a lot of screaming," said Morgan, who called 911. "You could hear people saying, 'Help, help, help me.'"
Beatham said he has lived in his home for 15 years, and the violence was out of character for his neighbors. The house next door is normally quiet, he said.
"It seems since the streetlights were turned off, things are escalating," he said. "We were in pitch blackness."
Maria Troche, of 113 Mechanic St., said her husband installed a large parking lot-style light on the front of the house after the shooting.
"Yes, I'm scared," she said.
Yahaira Figueroa, who lives on the second floor at 96 Mechanic St. with her two children, said parking is a regular problem. She described the Carrions as courteous people but did not know them well.
She lamented the violence and said she had planned to move even before Sunday's shootings.
"When there is alcohol and stuff going on, nothing good is going to happen," she said.

So let me get this straight. One of the deceased died from knife wounds. One of the deceased died from "multiple injuries" including a gunshot wound. The weapon involved belonged to a person that lives at the scene. And this could have been avoided by the person who lives there not being allowed to carry on the street?:blink:
Unfortunately, Mass is a "may issue" state so it is up to the sole descretion of the county sheriff and he doesn't have to have a reason to deny you a permit. That's a big reason I wouldn't want to live there.

FITCHBURG — A fight that police say began as a disagreement over parking outside a Mechanic Street party left two teenagers dead yesterday.
Two men were arrested and charged with murder, and one of the victim's brothers also faces charges.
Nelson Geraldino, 18, of 15 Crestview Lane, and Pedro Genoa, 17, of 137 Meadowbrook Lane, were killed when a party at 96 Mechanic St. erupted into violence shortly after 4:30 a.m., according to a statement from Worcester District Attorney Joseph D. Early Jr.
Mr. Geraldino suffered multiple stab wounds and was pronounced dead at UMass Memorial — HealthAlliance Leominster Campus. Mr. Genoa was flown by helicopter to UMass Memorial Medical Center — University Campus in Worcester and died at the hospital. He had several wounds, including a gunshot wound to the abdomen.
Several others were injured in the fight, the district attorney's office said last night.
Brothers Orville Carrion, 22, and Jose Carrion, 27, of 96 Mechanic St., Apt. 3, are being charged with murder. The Carrion brothers were treated for injuries at the Leominster hospital and released. They were booked at the Fitchburg police station and are being held without bail until their arraignment tomorrow in Fitchburg District Court.
Ronny Genoa, 18, of 137 Meadowbrook Lane, is being charged with assault with intent to murder and mayhem. He was admitted to UMass Memorial Medical Center with multiple gunshot wounds and is being held without bail.
Fitchburg police arrived at 96 Mechanic St. at 4:43 a.m., where they found three victims on the ground with serious injuries and a fourth with serious head and arm wounds.
Much of Mechanic Street remained blocked off last evening, and Fitchburg and state police were still collecting evidence and conducting interviews.
Some residents in the thickly settled neighborhood slept through the night, but Joseph H. Beatham couldn't rest after he heard the gunshots. The south windows of his house are a few feet from where the clash took place, and he watched as the violence quickly unfolded.
Mr. Beatham said he saw a group of about 20 young people outside. He heard yelling and saw someone being dragged. He saw muzzles flash and a young man across the street get shot in the buttocks. Another young man was shot on the sidewalk just inches from Mr. Beatham's garden, he said. Blood stained the sidewalk.
“Someone was shot and killed on our front yard,” he said. “Never thought that would happen.”
The pale yellow multistory apartment building at 96 Mechanic St. is owned by a man in his mid-20s who usually is attentive to the property, Mr. Beatham said.
Mr. Beatham left home for several hours yesterday and drank a margarita in the afternoon to help calm his nerves. He was still shaken in the evening.
He and other longtime neighbors said Mechanic Street has been a quiet, safe place to live. But since the city extinguished streetlights on Mechanic Street and many other residential streets in March, neighbors say they have noticed an uptick in crime. Thieves broke into Mr. Beatham's home and stole a plasma TV, expensive jewelry and a Sony PlayStation, he said.
“When you have an unsafe town, why the hell would you turn the lights off?” he said. “We need safety first.”

Even if it were, in this case, a long and illustrious history of exceptional behavior by the good guys shows one thing: a huge net benefit by helping as many upstanding people to get armed as possible. Question: What is the actual purpose of the organizations these people lead? Isn't it to (a) reduce crime, (b) improve the safety and security of the people, and (c) basically protect and defend the constitution of the state and the nation? That Chief is a pure example of an Elite Marxist ala Joseph Stalin, Engels, Marx and Obama. Punish the Good Guy, disarm the polulous and centralize powere to the Government. His actions are a blatant violation of 2nd Amendment Rights. He is a Class A Moron catering the City Council and the Mayor.

Not the county - it's up to the Police Chief in the community in which you live. Depending on what weapons is involved in this shooting, under Massachusetts law, the owner may have had to have a Class A or B LTC just to own the thing.And still no mention of how a LTC individual is involved in this whatsoever.
