I used Dremel. All I had at the time. Tin Snips would probably work.

For the thin stuff I use tin snips. They work fairly well for larger curves. For thicker stuff (usually for clips) I score and snap. On thick stuff I'll sand sharp edges smooth so straight cuts are usually all I need.

If you can find it local it is much cheaper. Search for plastic supplier businesses in your area. Score with a utility knife and snap. I even just keep scoring it over and over and it will cut through.

Be very careful with a utility knife and keep fingers and hands out of the way unless you have a relative or in-law that works at the emergency room. Tendency is to push too hard while cutting. Take it easy and push softer on the utility knife while scoring. Flip it around and score it both directions for a clean cut.
