I'm guessing they may be willing to act to retain control of these rules in the long run. If congress acts on things like suppressors, the ATF loses the ability to regulate them down the road should there be a change in White House policy in the coming years.

Also, if one of the primary issues they face is being swamped with apps for suppressors, I'd bet SBR's are a close second, are are just as small a threat to public safety. Those should be removed from the NFA as well. Then they could probably process applications in a timely manner with only 2-3 people.
