I'm not quite fully awake yet, but from first reading the only thing that really jumps out at me is the top part where it says for improving the NICS and other purposes. It looks like it applies a prohibition on those who've been through court and declared problematic, while excluding those who seek voluntary treatment and have been treated and discharged. In other words, flag those that should be flagged, allow those who need help to get it without fear of losing their 2A rights forever, and provide a path to get off the list.
