Pretty much this. I've been playing rock guitar for over 25 years. Nugent is solid, and a good showman, but he's not spectacular in terms of his playing. He's written some good songs, but people like Joe Satriani, Steve Vai, Joe Bonnamossa, and Guthrie Govan are in a far different league than he is.
