They are just swamped. I filed mine Dec 27th and was told they issued it Mar 27th. That's 90 days exactly. They told me it should be a week to 10 days to get it in the mail.
You can call 615-251-8590. Give them your driver's license number and verify your name and address and they will tell you your status. It's probably "processing" whatever that means, but I heard that more than once.
