OLYMPIA – Attorney General Bob Ferguson, joined by a broad coalition of over 50 community leaders and elected officials, today announced he will submit agency request legislation in the 2017 session to ban assault weapons and high-capacity magazines.

The bill would ban weapons like the AR-15 used to kill three teens and wound another at a party in Mukilteo in July. Reports indicate that the shooter used a 30-round magazine in that incident, which would also be banned under Ferguson’s proposal.

Ferguson’s proposed legislation has two key elements:

A ban on semiautomatic weapons with military-style features that render them more easily concealable or more deadly; and
A limit on magazine capacity – currently unlimited under Washington law – to a maximum of 10 rounds of ammunition.
“The recent tragedy in Mukilteo drives home the need to act with urgency to end the availability of weapons designed with only one purpose – to kill people,” Ferguson said. “I have a duty to protect the public, as well as uphold the constitution. My proposal will ban some of the deadliest weapons, while respecting the Second Amendment right to bear arms.”

Sen. David Frockt (D-46) and Sen. Kevin Ranker (D-40) are working with Ferguson to craft the legislation. The proposal will be modeled after successful assault weapon laws in other states, such as New York and Connecticut. The courts have determined these states’ bans to be constitutional.

Unlike the bans in some other states, Ferguson’s proposal targets only sales, grandfathering current gun ownership. The legislation would not require registration of existing weapons.

On July 30, three more young people were killed when a troubled 19-year-old opened fire on a party in Mukilteo – reportedly using an AR-15, a military-style semiautomatic weapon that would be restricted under Ferguson’s proposal.

This legislation will save lives.

A review of mass shootings between January 2009 and January 2013 by Mayors Against Illegal Guns found that incidents where assault weapons or large capacity ammunition magazines were used resulted in 135% more people shot and 57% more killed, compared to other mass shootings.

When a gunman terrorized Seattle Pacific University with a double-barreled shotgun in 2014, student John Meis heroically tackled and disarmed the gunman while he was reloading. Even more Washingtonians might have been shot if this weapon held more rounds and had the assault-style features of the alleged Mukilteo shooter’s weapon.

A recent poll presented by Washington Ceasefire and Ceasefire Oregon showed that 65 percent of adults in the two states – including a great many gun owners – favor an assault weapons ban and want lawmakers to act.

Attorney General Ferguson will file this legislation in December.

Yep, thats the current playbook. Universal background checks first to test the waters as far as the voter's willingness to increased gun control, then expand on that with some form of "AWB". I expect Oregon will follow suit soon.

Yes, they are laying the foundation. I have lived here all of my life and it has become the most horrible place to live with "Seattle" controlling the entire state. It is bad enough with special consideration given to minorities (or what used to be minorities). The law makers here are more worried about their online image than they are any of the tax payers. Sad, it was once a great state and perhaps it still is if your gay or Hispanic.......

Name one feature of an AR that makes it more deadly than a Mini-14.

As to concealability, a collapsing stock takes the gun from what, about 36 inches to 32? Yeah, that makes it so much easier to hide. OK, other so called "assault weapons" have folding stocks - now you're talking 24 inches or so? Do they think you can hide a rifle like Duncan MacLeod hid his katana in Highlander?

Gah. If this keeps up I am going to have to consider the "good" part of the NW as ending on the west side of Idaho.
Already does (moving to northern ID when I retire, if the folks in Boise haven't screwed it up too by then).

This kind of thing is exactly what 80% lowers are for...

Rather than talk of surrendering the state, I believe it's time to start a flood of phone calls, letters, and personal visits to our elected representatives. We may not prevail but if we do nothing we will surely lose.

yep, and given the chance, they're gonna control your lives for all of you. :aargh4:
after all, look at how much crime & "gun violence" reduction all the other AWBs have resulted in....................

It will be passed, then upheld by the 9th Circuit then the SCOTUS question will be answered by the election on 11/8

I figure Washington has another year before this hits. It won't make it through our lawmakers, but will definitely be brought forward as an initiative for popular vote. Universal background checks a few years ago with I594, the upcoming "Extreme Risk Protection Order" I1491 (this one is outright scary), and a full on magazine and scary-things ban.

Get in contact with your legislators and let's see what we can do about replacing this attorney general come election time.

I was born in Washington State, which I don't freely admit. Its a sad deal, such a beautiful area that's ruined buy hordes of people and politics.

PS they are taking over Idaho, and trying to take over Montana but it wont happen for another 20-30 years.

Maybe if we did not use those high capacity 'clips' that make the bullets fly faster, they would leave us alone. Of course that rail thing makes a gun shoot bullets into space. :image035:

If it were genuinely about saving lives...these same folks should be trying to undo the legalization of pot.
As sad/tragic as the deaths of 3 teens by an AR-15 are...there have been dozens of added deaths due to 'high' (DUI) drivers.
Where's the outrage over those lost lives?
The 2A may as well not be in our Bill of Rights.
Depressing.
