It's a step in the right direction, but it's incomplete.

It lacks FELONY CRIMINAL PUNISHMENT with a MANDATORY MINIMUM SENTENCE for ALL public officials (great and small- Governors to beat cops to privates in the National Guard) who violate it. And without such punishment, they WILL violate it.

There also needs to be a civil damages (with attorney fee provision) added to it.

Uh, huh. What about local emergencies that aren't declared "national"? Who judges that it's "national"? What if it's merely localized to a city or two?

In the USA, the 2nd Amendment is clear: "... shall not be infringed." It should be really simple. Until a constitutional amendment comes along that simplifies and clarifies the whole "arms" question, everything is a toss-up to the mood of the day.
